Joint Statement from Downeast Community Partners and Aroostook County Action Program

Downeast Community Partners (DCP) and Aroostook County Action Program (ACAP) are pleased to announce a formal partnership, approved by both Boards of Directors, to explore the development of a stronger, unified service delivery model for Washington, Hancock, and Aroostook Counties.
This joint effort is rooted in a shared commitment to preserve and enhance essential community services in the face of significant financial and operational challenges currently facing DCP. By working together, both organizations seek to ensure long-term program sustainability, strengthen service delivery systems, and maintain strong local representation in governance and decision-making.
As part of this partnership, both Boards have approved a Memorandum of Understanding (MOU) that outlines the intentions, shared goals, and next steps for a potential integration of services and operations. Under the MOU:
- A Joint Committee of board leaders from both organizations has been established to guide the process, conduct due diligence, and present recommendations to both boards.
The Joint Committee will explore the creation of a three-county organization operating with a governance structure that includes representation from all three counties.
The DCP Board has also authorized executive consulting support from ACAP CEO Jason Parent to assist DCP leadership in navigating urgent operational and contractual needs during this transition.
In addition, both organizations will work closely with state and funding partners to evaluate and, where appropriate, transition contracts to ensure continuity of programs and services. - This process will be guided by the principles of transparency, collaboration, and responsiveness to community needs. Protecting and strengthening services for the people of Washington, Hancock, and Aroostook Counties remains the top priority. Regular updates will be shared with staff, partners, and the broader community as work progresses.
